Job Purpose

The National Government Affairs & Market Access Manager is responsible for defining and implementing national Market Access and Government Affairs strategies for Recordati’s Specialty & Primary Care (SPC).

The role ensures  the development and implementation of market access strategies aimed at ensuring access, reimbursement, and optimal positioning of pharmaceutical products with the National Health Service and key institutional stakeholders. in alignment with global and local strategies.

Key Responsibilities

Market Access Strategy

Define and implement national Market Access strategies for SPC across the entire product life cycle (pre‑launch, launch, post‑launch).

Ensure alignment between access strategy, business objectives and the clinical‑economic value proposition of the products.

Lead the development of value propositions, access tools and materials to support field activities.

Pricing & Reimbursement

Coordinate national pricing and reimbursement activities, including the preparation and management of P&R dossiers.

Manage negotiation processes with competent Authorities, ensuring consistency with company guidelines and economic objectives.

Contribute to the definition of forecasts and access scenarios for new and in‑line products.

Government Affairs & Policy

Develop and maintain institutional relationships with key national stakeholders (Ministries, AIFA, associations, scientific societies).

Monitor the evolution of the regulatory and policy landscape, translating changes into concrete business impacts.

Contribute to building a regulatory environment that supports innovation and patient access.

Evidence Generation & HEOR

Coordinate evidence generation activities (HEOR, RWE, economic models) in support of access and reimbursement strategies.

Collaborate with Medical Affairs in the development of epidemiological and value models.

Crossfunctional Leadership

Work closely with Marketing, Medical, Commercial, Regulatory, Finance and Global functions to ensure an integrated Market Access approach.

Support and guide regional/field teams on access strategies and institutional dynamics.

Share best practices and ensure alignment with global strategies.

Compliance

Ensure that all activities are conducted in full compliance with applicable regulations, ethical codes and company policies.

Required Education

Degree in economic or related disciplines; Master’s degree in Health Economics is a must.

Required Skills and Experience

  • Solid experience in Market Access and Pricing & Reimbursement within the pharmaceutical industry in Italy 
  • In‑depth knowledge of the Italian National Health System, AIFA processes and institutional dynamics.
  • Strategic vision and ability to translate policy and regulatory frameworks into business opportunities.
  • Strong analytical, negotiation and communication skills.
  • Cross‑functional leadership and collaborative mindset.
  • Autonomy, results orientation and ability to operate in complex and evolving environments
